PURPOSE OF POSITION
The Corporate Services program area within the Corporate Development division provides a comprehensive range of financial, administrative and operational support services to Destination BC. Through collaborative partnerships with central services agencies across the Provincial Government, the Corporate Services team ensures the effective delivery of core corporate services that support organizational operations and objectives.
Reporting to the Controller, the Financial Analyst provides expert financial analysis, reporting, forecasting, and advice to support effective financial management and decision-making across the organization. The role oversees key financial processes, supports financial controls and compliance, ensures the accuracy and integrity of financial information, and partners with business units to improve financial processes, systems, and reporting. Through analysis, guidance and continuous improvement imitative, the Financial Analyst helps support sound financial stewardship and organizational performance.
SPECIFIC ACCOUNTABILITIES
- Develops and maintains accounting, expenditure, commitment control and records management processes and systems, and ensures compliance with corporate policies and procedures.
- Provides financial, accounting, budgeting, and forecasting advice to business units and divisions to support planning and decision making.
- Identifies opportunities to improve financial policies, procedures, systems, and practices; recommends and implements enhancements that strengthen financial management, reporting, and operational efficiency.
- Collaborates with business units to maintain the Charts of Accounts and ensure alignment with organizational programs, activities and responsibilities.
- Develops and manages the annual financial calendar to support key deadlines and provides guidance to staff on financial processes, policies, procedures and budget requirements.
- Develops and manages financial reports that monitor budgets, commitments and expenditures; ensures accuracy and completeness; and investigates and resolves variances.
- Oversees the complete, accurate and timely preparation of financial reports, including the review of asset, liability, revenue, and expenditure accounts, and the development of year-end expenditure forecasts.
- Advises managers on budget planning and coordination and supports the monitoring and reporting of revenue and expenditure forecasting. Reviews and analyzes budget and forecast submissions for management consideration.
- Provides financial management guidance, direction, and training to staff to support a strong understanding of financial systems, budgeting procedures, policies and procedures across the organization.
- Researches accounting standards and SAP Business ByDesign functionality to resolve accounting system issues, and provides recommendations on new practices, system features, upgrades, and enhancements.
- Supports the Controller in strengthening financial controls, processes, and procedures and ensures compliance with corporate policies and standards.
- Performs other related duties and special projects as assigned by the Controller and the CFO

JOB REQUIREMENTS
Education
- Master’s degree in financial management or business administration and six months of *relevant experience; OR
- Bachelor’s Degree in financial management or business administration and one year of relevant experience; OR
- Diploma in financial management or business administration and two years of relevant experience; OR
- Certificate or coursework in financial management or business administration and three years of relevant experience
* Relevant experience includes experience in a financial management, accounting, business administration, budgeting, forecasting, financial reporting, or related field.
Experience
- Minimum two years’ experience analysing financial statements, accounting records, and financial information.
- Minimum two years’ experience providing guidance, training, or support to managers and staff on financial processes and procedures.
- Experience developing financial reports, budgets, forecasts, and budget allocations.
- Experience identifying financial variances and trends and providing recommendations based on analysis.
- Experience interpreting policies, procedures, legislation, or standards, and providing advice to support decision making.
- Experience developing or improving financial processes, systems, controls, or reporting practices.
Preference may be given to candidates with one (1) or more of the following:
- Experience using SAP Business ByDesign, SAP Concur and budgeting or forecasting software.
- Knowledge of the tourism industry, specifically within British Columbia.
- Experience working in a government, Crown corporation, or other public sector organization, with knowledge of public sector financial management practices and accountability frameworks.
