The Team
The ESS Program is a small, collaborative team dedicated to improving and delivering Emergency Support Services across British Columbia. Composed of 15-20 diverse professionals, the team is committed to making a meaningful impact by providing communities with the tools they need to assist evacuees. Team members work closely with provincial staff, First Nations, local governments, and non-profit organizations, ensuring that our services are inclusive and accessible to all. The ESS Response Officer forms part of a team called the Roving ESS Team (RESST) which can be called upon to provide direct support to communities.
The Role
The ESS Response Officer has a strong, foundational understanding of, and experience delivering, Emergency Support Services. This role, as a member of the RESST, deploys to support communities requiring additional capacity, which may include providing ESS leadership so local leaders can rest, mentoring or training local teams, responding directly as an ESS responder, or serving as Evacuation Branch Coordinator within a community Emergency Operations Centre. The role may also fill Evacuation Branch functions within EMCR's Provincial Emergency Coordination Centre and Provincial Regional Emergency Operations Centres. Success requires recognizing you are a guest of the requesting community and adapting to whatever role is truly needed, even if different from expectations. The ESS Response Officer role is an as and when needed position. This is a unique, public facing, and highly dynamic role requiring travel across the province.
Qualifications:
Education and Experience Requirements
- Undergraduate degree in emergency management, community program planning, public administration, or a related discipline AND a minimum of four (4) years of related experience*; OR
- An equivalent combination of education and experience may be considered.
*Related experience must include the following:
- Leading, managing or coordinating the delivery of support services or social service programs to individuals or communities.
- Developing relationships and providing expertise and guidance to multiple interested parties.
- Leading or providing direction to others (e.g., staff, team members, volunteers, etc.).
- Compiling information and preparing documents (e.g., reports, presentations, graphical materials, etc.) using standard and specialised technology to meet the information needs of multiple audiences.
Preference may be given to applicants who have any of the following:
- Experience working with and engaging with First Nations communities and/or organizations.
- Experience working with Emergency Support Services programs.
- Experience effectively communicating in one or more BC First Nations languages / dialects.
Applicants must be willing and able to:
- Work on-call and work extended hours and be on standby with limited notice during emergency activations.
- Participate in operational deployments throughout the province and travel and overnight in remote locations where accommodations may vary as required.
- Participate in Incident Command System positions as assigned.
- Have, or be able to immediately obtain, a valid Class 5 BC driver's license (or equivalent) that does not limit or restrict the ability to conduct the duties of the job.

There are three positions available.
This position can be based out of any of the location(s) listed above.
Flexible work options are available; this position may be able to work 5 days at home per week subject to an approved telework agreement.
This is a temporary/auxiliary as and when opportunity until 10/15/2027. This position may be extended.
An eligibility list may be established to fill future as and when vacancies.
